Clair Donnelly - Senior Consultant

Clair complements a broad academic background with fourteen years’ UK and international environmental consultancy and research experience.

She graduated with an MA in zoology at the University of Cambridge and gained an MSc with distinction in radiation and environmental protection at the University of Surrey.  More recently she was awarded an LLM in environmental law by De Montfort University, including a distinction for her dissertation.
Clair joined Forbury Environmental in March 2006.  Prior to joining Forbury she spent nine years at Mouchel, latterly as Technical Director of the waste management business unit.  Before joining Mouchel Parkman she worked for Atkins Plc and held a teaching and research post in Florida.

Clair has wide ranging environmental and waste advisory experience encompassing environmental impact assessments of waste management, coastal and marine, tourism, and highways schemes, air quality modelling, permitting of waste management facilities, environmental audit and development of environmental management systems.

Over the past year she has become increasingly involved in the development of emissions reductions (clean development mechanism (CDM) and joint implementation (JI)) projects under the Kyoto Protocol.  Her role encompasses sourcing and evaluation of potential projects, assessment of project deliverability both from a pure technical and sustainability perspective and direction and management of the registration process.  Projects under development include landfill gas capture and utilisation, composting of municipal waste, treatment of animal wastes to produce a combustible gas, replacement of fossil fuels with biomass such as sugar cane and palm oil wastes and jatropha plantations on degraded land.

Selected commissions include:

  • Lead technical advisor to Carbon Resolutions – a developer and funder of emissions reduction projects worldwide. 
  • Planning and licensing adviser to MBA Polymers UK, a joint venture of MBA Polymers Inc and European Metal Recycling, for a new facility to process waste plastics.
  • Planning and licensing adviser to Orchid Environmental Ltd for a facility to generate renewable electricity for a major industrial site in North Wales.
  • Planning and licensing adviser to Orchid Environmental Ltd / Merseyside Waste Disposal Authority for a mechanical heat treatment facility in Huyton, part funded by Defra’s New Technologies Demonstrator Programme.
  • Provision of support in evaluating tenders for planning services for a Waste Disposal Authority.
  • Licensing and permitting advisor to Caerphilly County Borough Council in support of the procurement of its residual waste treatment contract.
  • Technical and market analysis support to an invessel composting technology provider 
  • Preparation of planning applications, including Environmental Statements, for Lancashire County Council in support of its waste PFI procurement, strategic BPEO assessment of the Lancashire waste strategy, detailed advice on consents programming following appointment of preferred bidder.
  • Technical adviser to Dorset County Council and Bournemouth Borough Council including preparation of planning applications for three major sites, and advice on the interrelationship between the planning and licensing regimes.
  • Management and technical direction of the planning and licensing process for all waste management sites in a major waste PFI contract on behalf of the successful contractor, Shanks East London.
  • Planning adviser to Merseyside Waste Disposal Authority.
